Publicly Available Specifications (PAS) Explained

Publicly Available Specifications (PAS) are fast-track standardisation documents, specifications, codes of practice or guidelines developed by sponsoring organisations to meet an immediate market need.

It is the BSI Group who develop PASs in the UK which set industry-wide standards and are produced collaboratively by key stakeholders. They closely resemble a formal standard in structure and format and, if a majority consensus can be achieved and if they are endorsed by BSI, then PAS function as if they are British Standards.

A formal review of each PAS is required within 2 years. This is in order to assess whether they should be revised, withdrawn, or whether they should become formal British Standards or international standards.
Publicly Available Specifications can be useful where there is an urgent requirement, such as when a new technology emerges, as they require less consultation and so are faster and less expensive to produce than British Standards. PAS should not conflict with other existing PAS or standards, although they may compete with other PAS.

BSI Group pioneered the PAS format. Under the BSI model, any organization, association or group who wish to document standardized best practice on a specific subject, can commission a PAS, subject to the BSI acceptance process. A British Standard and a PAS must reach full consensus between all stakeholders on technical content. The timescale for the development of a PAS can be shorter, typically around 8 months, and is why it is sometimes referred to as a 'fast-track standard'.

PAS2035/2030: Retrofitting (domestic) dwellings for improved energy efficiency

Sponsored by the UK Government’s Department for Business, Energy and Industrial Strategy (BEIS), this PAS is a key document in a framework of new and existing standards on how to conduct effective energy retrofits of existing buildings.

PAS 2035 covers how to assess dwellings for retrofit, identify improvement options, design and specify Energy Efficiency Measures (EEM) and monitor retrofit projects. Meanwhile, PAS 2030, which was redeveloped in conjunction with PAS 2035, covers the installation, commissioning and handover of retrofit projects. Organizations that trade using the Trustmark Government endorsed Quality scheme are required to comply with PAS 2035.

The PAS also covers a comprehensive range of EEMs which are intended to improve, among other things, insulation of building fabric elements and airtightness; and provide, among other things, efficient heating and cooling systems with smart controls, including systems using low or zero carbon (LZC) technologies.

In addition to setting out requirements of all of the above, PAS 2035 also specifies requirements for advising building occupants about improvement options appropriate to their homes, and the efficient and appropriate use and maintenance of their retrofitted homes as well as for monitoring and evaluating retrofit projects when appropriate, and feeding back lessons learned to all parts of the supply chain, including the building occupants.

PAS2038: Retrofitting non-domestic buildings for improved energy efficiency

The UK needs to significantly improve the energy efficiency of its building stock if it’s to meet the national greenhouse gas emissions targets set out in the Climate Change Act. Towards that end, and sponsored by the Department for Business, Energy and Industrial Strategy (BEIS), PAS 2038:2021 sets out requirements for retrofitting non-domestic buildings for improved energy efficiency.

This PAS is for anyone involved in the funding, assessment, specification, design, and installation of building improvement measures, including building and construction professionals.
 
It covers all buildings except those used as private dwellings (i.e. houses, bungalows, flats or apartments), including multi-residential buildings in which occupants share some communal facilities, e.g. hotels, guest houses, hostels, and students’ and nurses’ accommodation.
