Ofgem Administration Consultation - Great British Insulation Scheme

At the end of March SWIGA announced the Government's publication of  a document entitled Powering Up Britain - a policy paper which set out how the government will enhance our country’s energy security, seize the economic opportunities of the transition, and deliver on their net zero commitments: read more here >

Within this document came the announcement that the new funding initiative known as ECO + (plus) was to be rebranded as the Great British Insulation Scheme. 

The former Department for Business, Energy & Industrial Strategy (now superseded by the newly established Department for Energy Security and Net Zero) consulted on ECO+ at the end of 2022 and published the results of this consultation on 30th March: more information >

On the 11th of May The Department of Energy Security and Net Zero formally named Ofgem as the intended Administrator of the Great British Insulation Scheme and, in line with official process, Ofgem have announced and launched the Great British Insulation Scheme and ECO4 Amendment Administration Consultation, giving eveyone who's going to be involved the oportunity to have their say on Ofgem's proposed administration of the scheme.

Consultation

The Great British Insulation Scheme and ECO4 Amendment Administration Consultation formally opened on 11th May 2023. It will remain open for 5 weeks - closing on 16th June 2023.
 

"We are consulting on our proposed administration for the Great British Insulation Scheme which will support the existing Energy Company Obligation Scheme (ECO4) in the delivery of additional energy efficiency measures targeted at a wider range of households. The Great British Insulation Scheme is intended to run from 30 March 2023 until March 2026.

The Great British Insulation Scheme was previously referred to and consulted on by the Department for Energy Security and Net Zero under the name ‘ECO+’. The Department for Energy Security and Net Zero was previously known as the Department for Business, Energy and Industrial Strategy (BEIS).

We would like views from any stakeholders with an interest in the Great British Insulation Scheme."

This document outlines the scope, purpose, consultation questions and how you can get involved. Once you have completed your response simply email it directly to gbisconsulation@ofgem.gov.uk 

You can respond in confidence if you prefer but if you want your response (in whole or in part) to be considered confidential, please tell Ofgem in your response and explain why. 

What Happens Next

After the deadline and once the consultation is closed, Ofgem will consider all responses. In the interest of transparency, they will publish the responses we receive alongside a decision on next steps which will be published on the Ofgem Website and which SWIGA will report on here.

SWIGA would urge anyone who's going to be involved in the Great British Insulation Scheme to download and digest this Ofgem consultation as it represents your one chance to directly influence the way in which the scheme will be managed and administered. It's proposed that it will be closely aligned to the way in which ECO is administered and so if you have experience in this area your views, advice and suggestions could be extremely beneficial.
